Senate minority eyes charges vs. Romualdez, Co, others over flood control anomalies

The members of the Senate minority bloc recommended that cases be filed against former House Speaker Martin Romualdez, resigned Ako Bicol Party-list Rep. Elizaldy Co, and other officials linked to the flood control project anomalies.

This recommendation was included in a minority report submitted by Senator Rodante Marcoleta, formerly the chairman of the Senate Blue Ribbon Committee, with respect to the flood control probe. The report was signed by five of his colleagues, reported RH 28 Raymund Dadpaas on Tuesday.

The 103-page report was signed by Senators Ronald “Bato” dela Rosa, Christopher “Bong” Go, Robinhood Padilla, Jinggoy Estrada, and Imee Marcos.

According to Marcoleta, testimonies from the committee hearings—from Sargeant Orly Guteza, the Discaya couple, former Department of Public Works and Highways (DPWH) Usec. Roberto Bernardo, Engineer Henry Alcantara, and Brice Hernandez—point to both Romualdez and Co.

Aside from the two, Marcoleta said former DPWH Sec. Manuel Bonoan, Usec. Roberto Bernardo, and others must also face charges.

“‘Yung arrows kasi, base sa nagtuturo sa kanya, at mababasa niyo sa kanilang testimony. For example, Guteza, tinuro si Zaldy Co and Martin Romualdez. Si Discaya, nabanggit din ang pangalan ni Martin Romualdez. At ‘yung mga iba—si Alcantara, si Brice Hernandez—pinagtuturo kung sino-sino at papunta lahat sa direksyon ni Martin Romualdez,” Marcoleta said during a press conference.

Meanwhile, Senate President Vicente “Tito” Sotto III said the report was merely a “piece of paper,” as it would have been recognized only if preceded by a report from the mother committee.

Upon receipt of the minority report, Sotto said his office immediately passed it to the Senate Blue Ribbon Committee, as the appropriate platform for matters pertaining to the flood control investigation.

At present, Co is believed to be in Portugal, although authorities have not ruled out the possibility that he has returned to the country, said the Department of the Interior and Local Government (DILG).
