

Members of the Senate and the House of Representatives on Sunday formally signed the bicameral conference committee report reconciling the disagreeing provisions of the proposed 2026 General Appropriations Bill (GAB).
The finalized version of House Bill No. 4058, which sets the ₱6.793-trillion national budget for 2026, was signed at the Philippine International Convention Center (PICC) on December 28, 2025.
The bicameral report was produced after four days of marathon meetings between the Senate and House panels from December 13 to 18, during which lawmakers resolved differences in the versions of the budget bill approved by both chambers.
Senate Finance Committee Chairperson Sen. Win Gatchalian, who headed the Senate panel, described the proposed 2026 budget as the “most transparent in recent memory.”
He said the spending plan places strong emphasis on human development, particularly through increased funding for education, health, and agriculture.
Gatchalian was joined at the signing by Senate Deputy Majority Leader Joseph Victor “JV” Ejercito and Senators Loren Legarda and Francis “Kiko” Pangilinan.
House Appropriations Committee Chairperson Mikaela Suansing said both chambers are set to ratify the bicameral report later in the day, after which the enrolled bill will be immediately transmitted to the Office of the President.
Following ratification, the 2026 national budget will be subject to the President’s review and possible line-item vetoes. Malacañang has said President Ferdinand Marcos Jr. plans to conduct a thorough review and is expected to sign the budget into law within the first week of January.
