The Senate Committee on Social Justice, Welfare and Rural Development on Thursday tackled measures seeking stronger protections for informal ambulant vendors and improved services for senior citizens.

Committee chair Sen. Erwin Tulfo said proposed reforms should prioritize vulnerable sectors, particularly street vendors who rely on small businesses for their livelihood.

During discussions on the proposed Magna Carta for Informal Ambulant Vendors, Tulfo raised concerns over complicated requirements and red tape that make it difficult for vendors to legally operate despite receiving government livelihood assistance.

"This is not merely a question of organizational structure. It is a question of effectiveness," he said

He said excessive requirements, enforcement issues and confiscation of goods could further burden vendors already struggling financially.

"If their goods are confiscated, how can they recover their investment without falling deeper into debt?"

The proposed measure aims to protect the rights of street vendors while ensuring their access to government programs through registration and regulation.

The committee also reviewed proposals to place the National Commission of Senior Citizens under the Department of Social Welfare and Development to improve accountability and efficiency in delivering services for older Filipinos.

Tulfo said lawmakers must determine the best structure to ensure better support for senior citizens and avoid overlapping government functions.
