Eighteen individuals reportedly linked to the Philippine Marines, who claimed to have delivered cash from alleged kickbacks in flood control projects to several high-profile politicians, could soon be summoned by the Senate, Senate Blue Ribbon Committee Chairman Sen. Panfilo “Ping” Lacson confirmed.

The senators’ validation process will determine whether the testimonies of these individuals are credible and reliable. “We must ensure that the source of information is not polluted and that the affidavits presented are accurate,” Lacson said. Early concerns have already arisen over affidavits citing the delivery of over ₱800 billion in cash—reportedly 71% of the total Flood Control budget from 2023 to 2025—with additional allocations unaccounted for.

Lacson also expressed suspicions that the timing of the revelations may have political undertones. The disclosures coincided with the confirmation hearing of former President Rodrigo Duterte before the International Criminal Court (ICC) and were made on the eve of the 40th anniversary of the EDSA People Power Revolution, held at Club Filipino—a site symbolically linked to EDSA Uno. “There may be elements of political destabilization in the manner this was done,” he said.

The Senate validation will focus on establishing the credibility of sources and the integrity of the reported amounts before any formal summons or hearings.
