

Department of Public Works and Highways (DPWH) Secretary Vince Dizon categorically denies the “baseless and malicious” claims made by Batangas 1st District Rep. Leandro Leviste on the alleged insertions and allocables he made in flood control projects.
According to Leviste, Dizon made insertions for flood control projects under the Bases Conversion and Development Authority (BCDA). However, the DPWH Secretary quickly refuted the claim, along with the BCDA, stating, “No such funds exist within BCDA projects or its authority. Claims to the contrary are unsupported by evidence and false.”
The BCDA emphasized that it neither receives nor controls discretionary funds and does not participate in budget insertions. Moreover, it said that all projects are financed “only through approved government programs, released through the National Treasury, implemented under the General Appropriations Act (GAA), and governed by procurement laws and Commission on Audit rules.”
In a statement, Dizon highlighted the timing of Leviste’s allegations, adding that it raises suspicion after reports from some DPWH staff surfaced, and accused the latter of forcefully and illegally getting files from the late Undersecretary Maria Catalina Cabral.
The reports followed the release of an alleged summary report of the 2025 DPWH budget by Leviste, which he claimed was provided to him by Cabral before her passing.
With this, the BCDA asserted that their records are complete, traceable, and auditable, with project funding, approvals, procurement, and disbursements accessible to oversight institutions.
