The Supreme Court (SC) dismissed Senator Ronald “Bato” Dela Rosa’s “Very Urgent Motion” seeking to compel Ombudsman Jesus Crispin “Boying” Remulla to submit a copy of the alleged International Criminal Court (ICC) arrest warrant issued against him.

According to the high court on Tuesday, November 18, Dela Rosa’s camp also filed a “Very Urgent Manifestation” on November 13, 2025, alleging that Remulla publicly stated that an ICC arrest warrant had already been issued. Moreover, the SC said that the senator claimed that a diffusion order against him was already in place, and that the Philippine government would surrender him to the ICC without undergoing extradition proceedings.

Besides this, Dela Rosa also claimed that the Department of Justice (DOJ) has placed at least three witnesses under the Witness Protection Program at the ICC’s request.

“Petitioners further ask the SC to take judicial notice of Remulla’s statements and direct the DOJ and the Department of Foreign Affairs (DFA) to certify the existence or absence of any official ICC-related warrants or communications,” the SC said.

The SC stated that the petitioners seek a preliminary injunction and claimed that a “clear, present, and continuing danger” that Dela Rosa may be illegally arrested or surrendered to a foreign court without due process.

“Acting on these submissions, the SC denied the Very Urgent Motion seeking to compel the production of the alleged ICC warrant. It directed respondents to comment on the Very Urgent Manifestation, through personal service and filing, within a non-extendible period of ten (10) days from notice,” the SC ended.

Earlier this month, Remulla revealed during DZRH’s "Executive Session" that an arrest warrant against Dela Rosa had been confirmed. Moreover, he said that the extradition process had also been changed, following the SC’s new rules on extradition issued on October 1.

However, the Department of the Interior and Local Government (DILG) Sec. Jonvic Remulla said the same day that the government has yet to receive any red notice from the International Criminal Police Organization (Interpol) against Dela Rosa.
