Vice President Sara Duterte's husband, Atty. Manases “Mans” Carpio together with his lawyer filed criminal complaints on Monday before the Quezon City Prosecutor’s Office against officials of the Bangko Sentral ng Pilipinas (BSP), the Anti-Money Laundering Council (AMLC), and several members of the House Committee on Justice over alleged violations of the Anti-Money Laundering Act, bank secrecy laws and the Data Privacy Act.

In the complaint, named respondents include BSP Governor Eli M. Remolona Jr., AMLC Executive Director Ronel U. Buenaventura, House Justice Committee Chair Gerville Reyes-Luistro, and lawmakers Perci Cendaña, Chel Diokno, and Leila M. de Lima, along with unidentified John and Jane Does.

Carpio accused the respondents of violating provisions of the following;

  • Violation of Section 8(a) in relation to Section 14 of R.A. 9160 [The Anti-Money Laundering Act] as amended by R.A. 11521;

  • Violation of Section 2 in relation to Section 5 of RA 1405 [Bank Secrecy Law];

  • Violation of Section 32(b), Chapter VIII of RA 10173 [Data Privacy Act]; and

  • and/or any other applicable crime/s,and that the maximum penalty be meted against the respondents.

Carpio alleged that the respondents “conspired” to disclose and make public bank reports purportedly submitted to the AMLC, including details of his account deposits, withdrawals, balances, and related records, without prior notice or his written consent.

The allegations stem from a publicized impeachment hearing against the Vice President conducted by the House Committee on Justice on April 22, 2026, at the House of Representatives in Quezon City. Carpio claimed that despite his objections during the hearing, the information was still divulged.

Carpio said the complaint was filed not only to address the alleged violations but also “in defense of the banking and financial system in general, and in defense of the rule of law and the judicial system.”

The complaint seeks the imposition of maximum penalties under the cited laws, as well as any other applicable charges that may arise from the case.

On Sunday, De Lima said that Carpio's move indicates fear of the evidence presented in the impeachment proceedings.
