Several areas in Luzon are expected to experience rains and gusty winds on Wednesday, October 21, as Super Typhoon Rosal continues moving over the sea east of Northern Luzon, according to PAGASA.

In its 4 a.m. weather forecast, the state weather bureau said Batanes, Ilocos Norte, Apayao, Cagayan, Isabela, and Catanduanes will experience rains with gusty winds due to Rosal.

These conditions may trigger flash floods or landslides due to moderate to, at times, heavy rainfall, while strong winds may pose minimal to minor threats to life and property.

Meanwhile, Eastern Visayas, Ilocos Sur, Quezon, and the rest of the Cordillera Administrative Region, Cagayan Valley, and Bicol Region will experience cloudy skies with scattered rains and thunderstorms due to the typhoon.

Metro Manila and the rest of the country will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms caused by localized thunderstorms. PAGASA warned that severe thunderstorms may still trigger flash floods or landslides.

As of 3 a.m., the center of Super Typhoon Rosal was estimated at 1,015 kilometers east of Northern Luzon, packing maximum sustained winds of 215 kilometers per hour (km/h) near the center and gusts of up to 265 km/h.

The super typhoon was moving west-northwestward at 30 km/h.

Residents in affected areas are advised to remain alert for possible flooding and landslides and monitor PAGASA's latest weather updates and advisories.
