A member of the House Committee on Justice on Saturday expressed confidence that the House of Representatives can muster the sufficient number of votes required to impeach Vice President Sara Duterte.

Speaking at the Saturday News Forum in Quezon City, Bicol Saro Party-list Representative Terry Ridon said lawmakers are optimistic about reaching at least 106 votes — the one-third threshold of the 318-member House — needed to elevate the impeachment case to the Senate for trial.

“'Yun pong House of Committee Justice has very high confidence na 'yun pong 106 votes na kailangan to impeach the Vice President will be met and correspondingly it will go to the Senate trial,“ Ridon emphasized.

Ridon noted that the House justice panel itself had already gathered 53 votes to establish probable cause for impeachment, signaling what he believes is growing support within the chamber.

“Ang kailangan lang naman namin is 106 votes to impeach [Duterte] and to send it to the Senate. Tingin ko naman ay that is a number that will not be difficult to surmount at makuha,” he further said.

"Kung ang minimum requirement lang ay 106, tingin ko hindi na 'yun mahirap gawin," Ridon said.

Under the Constitution, at least one-third of House members must vote in favor of impeachment for the complaint to be transmitted to the Senate, which will then conduct a trial.

“At the very best we would want to get at the very least 215 minimum number of votes, which is we had gotten the last time noong first impeachment hearing,,” he added.

Duterte was previously impeached by the House in February 2025 with 215 votes, surpassing the required threshold at the time. However, the Senate later archived the case in August 2025 following a Supreme Court ruling declaring the impeachment move unconstitutional.

Once the committee report is approved, Ridon said it will be submitted to the plenary for deliberation. All House members will be provided copies of the articles of impeachment and will be given the opportunity to debate before voting.

Ridon also said lawmakers expect the process to move swiftly, with the possibility of transmitting the articles of impeachment to the Senate within the next two weeks.

“Ang expectation po natin diyan, within the next 2 weeks we will have transmitted to the Senate and we have impeached the vice president,” he said.

The lawmaker attributed the panel’s confidence to “evidence presented during the proceedings.“

Among the issues raised were the alleged misuse of confidential funds, an order linked to Duterte to return P448 million in confidential fund expenditures, and reports from the Anti-Money Laundering Council (AMLC) flagging P6.77 billion worth of transactions associated with Duterte and her husband. Ridon also cited alleged threats made by the vice president against President Ferdinand “Bongbong“ Marcos Jr.
