

Former House Speaker and Leyte 1st District Representative Martin Romualdez on Tuesday, April 21, accused unnamed groups of orchestrating a political campaign against him as he defended himself from allegations tied to alleged irregularities in flood control projects.
In a strongly worded video message, Romualdez said he is being unfairly portrayed as the “mastermind” of a corruption scheme, calling the narrative “false, twisted, and unfair.”
“My silence has been abused… to build a narrative that is false… I will speak with facts,” he declared.
He underscored that he did not participate in bicameral conference committee (BICAM) deliberations nor in detailed budget negotiations, noting that budget decisions are made collectively by lawmakers and later implemented by executive agencies.
Romualdez pointed to other key figures involved in budget deliberations, including Senator Francis "Chiz" Escudero and former Congressman Zaldy Co, while stressing that the execution of projects lies outside Congress’ mandate.
“Congress does not build flood control projects… it does not conduct procurement… implementation is in the executive branch,” he said.
The House leader also raised concerns about what he described as efforts to “weaponize individuals” to support accusations against him, suggesting the issue may be politically motivated.
Despite acknowledging public anger over alleged misuse of funds, Romualdez urged Filipinos to focus on verified evidence rather than speculation.
“Accountability cannot be selective… follow the sworn statements, follow the records, and follow the evidence all the way,” he said.
Romualdez said he remains ready to answer all allegations through proper legal channels but warned that if the issue continues to be fought in the “court of public opinion,” he will also defend himself publicly.
“My silence should not be mistaken for weakness… I know enough to defend myself,” he added.
The Office of the Ombudsman has yet to issue a formal response to the statement.
