

Cavite 4th District Representative Kiko Barzaga has filed a bill in the House of Representatives that seeks to strengthen transparency and accountability by mandating the disclosure of all foreign travel by elected lawmakers.
In a report of RH Milky Rigonan, Barzaga emphasized that the public has the right to know the travels and activities of their representatives, particularly when such trips may affect the performance of their official duties.
“In view of the vital role of elected members of the House of Representatives in policymaking and national governance, it is imperative that all official and personal foreign travels affecting the performance of legislative duties be properly disclosed,” the proposed measure stated.
Under the bill, members of Congress would be required to submit an advance written disclosure before traveling abroad. This would allow the public, media, and oversight bodies to monitor their activities.
The disclosure must be filed at least seven days prior to the scheduled departure. In cases of emergency or unforeseen circumstances, submission is required within 24 hours before departure.
This also mandates that all disclosures be posted on the official House website within 24 hours to ensure open and easy access to information.
“No Member shall depart for any foreign travel without such disclosure,” the measure reads.
Penalties are attached for failure to submit the disclosure or providing false information, including "reprimand, censure, or suspension," in accordance with existing House rules.
Within 60 days from the effectivity of the act, the House of Representatives, through the Office of the Secretary General in coordination with the Committee on Rules, will promulgate the necessary rules and regulations for its full implementation.
The proposal comes in the wake of public criticism over officials, mostly mayors, leaving the country during the height of Typhoon Tino, where the Department of the Interior and Local Government (DILG) has set to file charges against them.
This also includes resigned Ako Bicol Rep. Zaldy Co’s departure for a supposed "medical check-up" amid controversies surrounding flood control projects.
