

Former Finance Secretary and current Executive Secretary Ralph Recto and former PhilHealth CEO Emmanuel Ledesma Jr. have been re-filed with plunder and other related complaints at the Office of the Ombudsman for the second time, officials confirmed.
The case involves the alleged illegal transfer of ₱60 billion in PhilHealth funds intended for unprogrammed appropriations under the 2024 General Appropriations Act (GAA).
The complaint was filed by health advocates, lawyers, and PhilHealth members, including groups from Iloilo. Aside from plunder, the charges include technical malversation, violation of anti-graft laws, and grave misconduct.
Both Recto and Ledesma have previously faced multiple cases related to the same matter, highlighting ongoing scrutiny of PhilHealth fund management.
The Ombudsman has yet to issue a statement on the proceedings. Authorities say the case underscores continued public concern over accountability in government financial operations.
