In Manila, convergence of participants has already begun at Luneta Park, Quirino Grandstand, and EDSA People Power Monument. The program of the Iglesia Ni Cristo is scheduled to start at around 4 p.m.
Aberin added that authorities are not currently monitoring any threats or unusual activity.
"Wala po tayong namomonitor [na threat]. But the usual, tuloy-tuloy po yung koordinasyon natin sa mga intelligence unit nang sa ganun ay nakakasiguro po tayo na hindi po tayong malulusot tayo," Aberin said.
Meanwhile, when asked about potential mobile signal disruptions, Aberin said, "Nag-request po kami ng disruption ng signal ng Telco. But just the same, the decision is not ours. Sana ay approve po nila."
"Nang sa ganun ay maiwasan po natin yung mga eventualities na pwede. Posibleng mangyari with this signal," Aberin added.
Earlier, the Aberin immediately instructed police officers not to intervene with members of the Iglesia ni Cristo who would hold a rally at Quirino Grandstand.
He said that police should only monitor outside the perimeter area.
Earlier, the organizers of the INC rally had criticized what they called “paniniktik" or "police surveillance.”
As of 4:00 p.m., the estimated number of people who have gathered at Quirino Grandstand for the peaceful rally organized by the Iglesia ni Cristo (INC) has reached 314,000.
Meanwhile, an estimated 1,015 people have gathered at the People Power Monument in Quezon City for the anti-corruption rally organized by the United People's Initiative (UPI).
