Senator Raffy Tulfo and former senator Grace Poe are the frontrunners in the latest Tangere survey on voter preferences for the 2028 senatorial elections.
The poll shows Tulfo leading with 49.8% voter preference, followed by Poe with 43.5%.
Trailing behind the top two are former Senator Alan Cayetano and Senator Loren Legarda, both posting 38.0 percent.
The survey was conducted following the announcements that Senator Robin Padilla would not be seeking Senate seats in the upcoming elections. Padilla'withdrawal saw a notable shift in support to the Duterte family. Davao City Representative Paolo Duterte garnered 37.1%, while Davao City Mayor Sebastian Duterte received 36.6%, both landing in the 3rd to 7th ranking cluster. Tangere indicated that the Duterte siblings absorbed a significant portion of Padilla’s former voter base.
The survey also reflected growing support for younger political figures, especially among millennial and Gen Z voters. Social Welfare Secretary Rex Gatchalian placed 7th with 34.4%, Quezon City Mayor Joy Belmonte ranked within the 8th–14th bracket at 29.3% and Akbayan Partylist Rep. Chel Diokno with 27.4%.
Other names included in the survey’s upper rankings are Manny Pacquiao, Chiz Escudero, and Ben Tulfo, and Education Secretary Sonny Angara.
Meanwhile, candidates occupying the 12th to 27th spots include JV Ejercito, Benhur Abalos, Francis Tolentino, Leila de Lima and several other public figures.
The latest poll provides an early snapshot of voter sentiment more than two years before the 2028 national elections. Political analysts note that preferences may still shift as the campaign period approaches and more candidates formally declare their bids.
The survey, conducted from February 2–6, 2026, involved a sample size of 2,000 respondents and has a margin of error of ±2.15%.
