The Quezon City Police District (QCPD) prohibited its personnel from creating or uploading vlogs while wearing the Philippine National Police (PNP) uniform, unless they are officially part of the Police Community Relations (PCR) offices or units, RH Val Gonzales' reported.

According to QCPD Director Police Colonel Randy Glenn Silvio, the directive follows PNP Memorandum Circular No. 2024-077, which sets clear guidelines on social media content creation by police officers.

The circular states that only personnel assigned to PCR offices and units—such as the Regional Community Affairs and Development Division (RCADD), RPCADU – Regional Police Community Affairs and Development Unit (RPCADU), and PCR branches—and recognized by the Directorate for Police Community Relations (DPCR) are authorized to use the PNP uniform, equipment, and facilities when producing official content related to police activities.

According to Silvio, police officers are still allowed to create social media content outside their duty hours, provided they do not wear their uniforms and continue to follow PNP’s social media policies.

He noted that these policies emphasize respect for privacy, ethics, and human rights.

The QCPD director also emphasized that police officers are public servants “24 hours a day” and should use social media responsibly to inspire, inform, and build trust within the community.

Silvio added that the QCPD continues to strengthen its protocols on content creation and information sharing across all stations to ensure that police digital engagement remains authentic, professional, and aligned with public safety principles.
