

The Quezon City government has issued a statement clarifying the closure of two buildings known as the Rotary Center along Roces Avenue, following the spread of what it described as misleading information surrounding the issue.
According to the local government, the closure was not abrupt. The property, owned by the Quezon City government, was leased in 1995 to Rotary International District 3780 for a symbolic fee of ₱1 per year. The 25-year lease agreement expired on July 30, 2020, after which continuous discussions were held regarding the proper use of the facility.
City officials revealed that the Rotary Center was being occupied and commercially operated by the Rotary Center Foundation Incorporated (RCFI), not by Rotary District 3780. Businesses such as restaurants and a manning agency were reportedly leasing space from RCFI, which was collecting rental fees without authorization from the local government.
The city government stressed that RCFI has no legal authority to collect rent, has no valid permits, and has not declared any income from its operations. Despite repeated notices, the foundation has yet to fully surrender the buildings to the local government. Moreover, RCFI is not recognized by Rotary International and does not represent any of the 108 Rotary Clubs in Quezon City, as confirmed by Rotary District 3780 in an official statement.
Quezon City officials emphasized that they intend to convert the buildings into a community center that will be made available for free to accredited socio-civic and professional organizations serving QC residents, including Rotary Clubs. This plan, they said, is supported by Rotary District 3780.
The Quezon City Council earlier clarified that its resolution merely authorized Mayor Joy Belmonte to enter into a possible new agreement regarding the use of the center, with the final decision still resting with her office. The city government reiterated its commitment to transparency, lawful use of public property, and ensuring that public assets benefit the wider community.
