QC clarifies guidelines for February 25 people power anniversary rallies

The Quezon City Government issued a statement to clarify policies regarding the planned rallies and assemblies on February 25, 2026, in observance of the EDSA People Power Anniversary.

The local government emphasized that, under Batas Pambansa Blg. 880 (Public Assembly Act of 1985), citizens have the right to hold peaceful assemblies. However, organizers are required to submit written notice or secure a permit to ensure proper coordination, public safety, and order, especially when events occur in public areas or major thoroughfares.

The statement confirmed that the Trillion Peso March Movement, led by Francis “Kiko” Dee, is authorized to hold activities within Quezon City, including programs involving Tindig Pilipinas and the Church Leaders Council for National Transformation. Other groups planning events in the EDSA–Ortigas area were referred to the Mandaluyong City Government and Eastern Police District, as these locations fall outside Quezon City jurisdiction.

The city clarified that no group has been “banned,” and participants are allowed to carry placards and express their views freely, consistent with the law. Authorities encouraged coordination, such as using a single stage for all participants, to better manage traffic and maintain order, though this remains optional depending on the organizers’ preferences.

The statement stressed that Quezon City respects human rights, freedom of expression, and peaceful assembly, while prioritizing the safety and order of residents, commuters, and participants along major highways.

The local government reminded the public that February 25 is not a public holiday and that proper planning and coordination are essential to minimize disruptions to work, school, and daily traffic.
