

Public trust in President Ferdinand “Bongbong” Marcos Jr. has declined, while confidence in Vice President Sara Duterte-Carpio has risen, according to a nationwide survey conducted by OCTA Research for the fourth quarter of 2025.
According to OCTA Research, Marcos’ trust rating dropped to 48% in the fourth quarter from 57% in the third quarter. Meanwhile, public approval of the President’s performance also declined, from 54% in the third quarter to 51% in the fourth quarter.
On the other hand, Duterte’s trust rating slightly rose from 51% in the third quarter to 53% in the fourth quarter. The Vice President’s performance rating also increased from 49% in the third quarter to 54% in the fourth quarter.
The Tugon ng Masa (TNM) survey, an independent and non-partisan initiative, reported the shift in public perception, noting improvements in both trust and performance ratings for Vice President Duterte-Carpio.
OCTA Research clarified that the survey was non-commissioned and released as a public service.
Said survey was conducted from December 16 to 20, 2025, through face-to-face interviews with 1,200 respondents aged 18 and above from various regions across the country.
The survey carries a ±3% margin of error at a 95% confidence level, with subnational estimates for NCR, Balance Luzon, Visayas, and Mindanao having a ±6% margin of error.
According to OCTA Research, the TNM survey aims to measure public perception of key government officials and provide timely, data-driven insights to the public.
