The prosecution panel named Rep. Leila de Lima as its representative for the oral arguments on Wednesday, September 23, while the defense opted to withhold the identity of its assigned lawyer as the impeachment trial of Vice President Sara Duterte entered Day 28 on Tuesday.

The oral arguments will focus on the disputed voting threshold for convicting or acquitting Duterte, particularly whether the required two-thirds vote should be based on all 24 senators or only those eligible to participate in the proceedings.

Lead prosecutor Gerville Luistro announced De Lima’s designation before the Senate impeachment court, while defense lead counsel Sheila Sison said their representative would be disclosed during the proceedings.

“We would like to manifest, Your Honor, that it will be the honorable Congresswoman Leila de Lima who will be representing the prosecution in the oral arguments tomorrow,” Luistro said.

“We prefer that the assigned lawyer will be disclosed tomorrow, Your Honor,” Sison said.

Presiding Officer Chiz Escudero clarified that neither panel was required to reveal its representative in advance.

The prosecution and defense are each expected to present their arguments before the senator-judges vote on the threshold question.
