Defense counsel Atty. Michael Poa said public officials may sometimes find themselves advancing personal funds in the line of duty, particularly when urgent government needs arise.
Poa made the statement after OVP Assistant Chief of Staff Lemuel Ortonio testified that he used ₱150,000 of his personal funds due to the urgency of the need.
While Poa said there is no government directive requiring officials to shoulder expenses out of pocket, he acknowledged that such situations may occur in the exigency of public service.
