Former Education Undersecretary Atty. Michael Poa said Wednesday he accepted “as is” certifications from the Armed Forces of the Philippines (AFP) that were submitted to the Commission on Audit (COA), but acknowledged he was unsure whether the documents were sufficient to address the state auditor’s findings.

Poa made the admission during Day 21 of the impeachment trial of Vice President Sara Duterte before the Senate, sitting as an impeachment court.

Under questioning from prosecution counsel Atty. Benjamin Tolosa Jr., Poa confirmed that he submitted the AFP certifications to COA without making changes to the documents.

“Yes, sir,” Poa said when asked whether he took the certifications “as is” when they were submitted to COA.

Tolosa then asked whether Poa was also unsure if the certifications would suffice as a response to the COA’s Audit Observation Memorandum, or AOM.

“Yes, sir,” Poa replied.

Tolosa further pointed out that none of the AFP certifications identified the individuals who were allegedly rewarded as informers, to which Poa agreed.

The prosecution counsel also asked whether the certifications specified what particular information had supposedly been purchased using the rewards.

Poa said the documents did not identify specific information, except for a reference in a counter-manifestation that the informers were able to identify areas associated with the youth leadership summit, or YLS.

“With just a counter-manifestation, no particular information except it says they were able to identify areas with the YLS,” Poa said.

Asked directly whether no particular information was identified in the AFP certificates, Poa answered, “Yes.”

The testimony centered on documents used by the Department of Education (DepEd) to respond to COA findings concerning confidential funds.
