

The Philippine National Police - Internal Affairs Service (PNP-IAS) recorded a total of 674 complaints filed against abusive police officers during the first three months of 2025.
PNP-IAS Inspector General Atty. Dodo Dulay noted a slight increase in the number of complaints filed from 2023 to 2024.
From 1,897 complaints recorded two years ago, the Internal Affairs Service (IAS) documented a total of 2,073 complaints the following year.
Despite the figures, Dulay emphasized that only one percent of the entire Philippine National Police force is involved in misconduct.
He reiterated that the misconduct cases involve only a small fraction of the 228,000-strong police force, the majority of whom remain committed to their sworn duties.
Moreover, he attributed the rise in complaints to the Internal Affairs Service’s enhanced capability to uncover and resolve cases of misconduct.
Following orders from the PNP leadership to reinforce accountability, the IAS has committed to taking firm action against the small fraction of officers involved in misconduct.
