In an exclusive DZRH's Damdaming Bayan interview, the transport group PISTON raised concerns over the implementation of the government’s service contracting program, citing a lack of coordination with drivers and operators.

PISTON National President Mody Floranda said they have not received any official notice from the Land Transportation Franchising and Regulatory Board (LTFRB) regarding the planned online registration system.

“Sa bahagi natin ay hindi pa tayo natatawagan ng LTFRB, pag-online na pagp-file,” Floranda said, noting that many drivers remain unregistered or unable to renew their franchises due to ongoing challenges under the transport modernization program.

He also highlighted financial burdens linked to compliance requirements, particularly the mandatory use of Global Positioning System (GPS) devices.

“Yung po yung malaking ano, wala na ngang kinikita yung ating mga driver at mga operator kaya pagbabayarin pa ng GPS," Floranda said.

Floranda added that many drivers are still struggling with franchise renewal and registration, warning that these issues could further strain the transport sector.

Despite these concerns, he said PISTON remains open to dialogue with government agencies, including the Department of Transportation (DOTr) and LTFRB, to clarify implementation guidelines.

“Tayo naman ay willing po tayong makipag-usap… Pero ang problema, ay hindi naman tayo iniimbitahan,” he said, adding that the group has not yet been formally invited to discussions or consultations.

The remarks come amid continuing debates over transport modernization policies, with stakeholder groups calling for broader consultation and clearer implementation support for drivers and operators.
