For the third consecutive year, the Philippines has been ranked as the country most at risk according to the 2024 World Risk Index (WRI).

The index, part of the World Risk Report, assesses 193 countries based on their exposure and vulnerability to crises such as natural disasters, conflicts, and pandemics.

The Philippines scored a WRI of 46.91, followed by Indonesia (41.13) and India (40.96). The report was produced by the Institute for International Law of Peace and Armed Conflict, in collaboration with the United Nations.

The WRI measures exposure to hazards like earthquakes, floods, and cyclones, alongside vulnerabilities such as a lack of coping and adaptive capacities.

The report highlighted the Philippines’ struggle with high susceptibility and limited coping resources.

The lowest-risk countries include Monaco, Andorra, and San Marino.
