

The Philippine Army’s 2nd Infantry (Jungle Fighter) Division said handwritten notes recovered after a March 29 clash in Barangay Monteclaro, San Jose, Occidental Mindoro indicate how foreign recruits are integrated into the New People’s Army (NPA).
Troops retrieved the materials following the encounter that killed Capt. Dean Buen Oyando and wounded two soldiers. A suspect, Charleze Garzon, was found near the officer’s body and is now facing a murder charge.
The notes, written in fluent English and dated as early as March 11, appear to be diary-style entries describing daily life with the armed group in the mountains, including movement checklists and reflections on the organization.
Col. Michael Aquino, division public affairs chief, said the writings show how new members adapt and are introduced to the group’s internal environment.
He added the English entries and earlier reports of foreign-born individuals in the area suggest possible links to previously identified individuals, including Filipino-American Cristina Pasion, who was reported missing after a separate January incident in Mindoro.
The Army said it is continuing its investigation, adding the materials point to the presence of foreign recruits within the armed movement.
