Former Department of Public Works and Highways (DPWH) Undersecretary Roberto Bernardo claimed that he personally delivered approximately ₱125 million in cash to the residence of former Senator Bong Revilla in Bacoor, Cavite, in December 2024 as part of a “kickback” scheme.

The revelation came during the Senate Blue Ribbon Committee hearing on anomalous flood control projects on Friday, November 14, where Bernardo testified that Revilla personally requested a 25% kickback in exchange for approving funding for various infrastructure projects.

Aside from Revilla, according to Bernardo's second supplemental affidavit submitted to the committee, several officials and individuals are allegedly involved in a kickback scheme involving infrastructure projects.

The names, as listed in his testimony before the Senate Blue Ribbon Committee, include:

  • Senator Francis "Chiz" Escudero
  • Senator Jinggoy Estrada
  • Senator Mark Villar
  • Former Ako Bicol Party-list Representative Zaldy Co
  • Former DPWH Secretary Manuel Bonoan
  • Former DPWH Undersecretary Maria Catalina Cabral
  • Mayor Nancy Binay
  • DepEd Secretary Sonny Angara
  • Former Senator Bong Revilla
  • Former Senator Grace Poe
  • Former Caloocan Representative Mitch Cajayon-Uy
  • Former San Jose del Monte Congresswoman Florida Robes
  • Former DepEd Undersecretary Trygve L. Olaivar
  • Businessman Maynard Ngu

“Some time in the third quarter of 2024, Senator Revilla and I met where he asked me for a list of projects for funding, ostensibly to help him in his national campaign,” Bernardo said during the hearing. “When Senator Revilla asked me for the percentage for the commitment, I said 20% to 25%, to which Senator Revilla said 25%.”

Bernardo added that the cash was packed in six cardboard boxes, each containing ₱20 million, along with one smaller bag holding ₱5 million.

He said the total ₱125 million was collected by former DPWH Bulacan 2nd district Engineer Henry Alcantara and prepared for turnover through Engineer Gerard Opulenia.

“After receipt of the 25% commitment, which were packed in six cardboard boxes, each containing at least ₱20 million, and one paper bag containing ₱5 million, I called up Senator Revilla to inform him the same is ready to be turned over to him,” Bernardo said.

He spoke with Revilla for about 20 to 25 minutes while the boxes were being unloaded.

“I asked him, ‘Sen, bakit hindi ka na kampanya?’ Senator Bong replied, ‘Okay naman pare, maganda results ng survey. Relax muna,’” Bernardo recounted.

The hearing, which focused on alleged irregularities in flood control projects, intensified as Bernardo detailed the delivery of the alleged kickbacks.
