PCG Spokesperson Cayabyab takes oath as Commodore, makes history

Philippine Coast Guard (PCG) Spokesperson Noemie Guirao Cayabyab formally took her oath as the agency's Commodore on Thursday, April 16, marking a historic milestone in the organization’s ranks.
Her promotion—approved by President Ferdinand R. Marcos Jr. and effective March 6—places her among 18 newly elevated Commodores. Cayabyab stands out as the first female officer in PCG history to rise from the enlisted ranks to flag rank.
Beginning her career in 2002 as an apprentice seawoman, she entered the officer corps in 2005 and went on to hold key leadership roles at the national headquarters and various units, earning recognition for her competence and integrity.
Cayabyab also distinguished herself academically, completing a Master of Policy Studies in Maritime Safety and Security in Tokyo, Japan, where she graduated top of her class and received the Dean’s Award.
Her promotion highlights not only her personal journey of perseverance and service but also the expanding opportunities for women in the Coast Guard, setting a benchmark for future generations of uniformed personnel.
