The Philippine Coast Guard (PCG) and the Maritime Industry Authority (MARINA) Region IV-A have suspended the Passenger Ship Safety Certificate of the M/V FastCat M7 after it was found emitting thick black smoke during a voyage from Calapan Port to Batangas City port on Thursday, May 14.

In a statement released on Saturday, May 16, the vessel was reportedly observed releasing excessive dark smoke while crossing the busy inter-island route, prompting a monitored social media report that triggered immediate regulatory action from maritime authorities.

According to the PCG, Coast Guard Station Batangas coordinated with concerned stakeholders following the report, while MARINA Region IV-A conducted a prompt inspection and technical assessment of the vessel to determine compliance with maritime safety and environmental standards.

The inspection led to the issuance of an Enforcement Inspection Apprehension Report (EIAR), which cited several deficiencies onboard M/V FastCat M7. These included a malfunctioning air cooler in Main Engine No. 4, damaged components in Engine No. 2, and the use of improper lubricant that affected engine performance.

Based on these findings, MARINA Region IV-A ordered the suspension of the vessel’s Passenger Ship Safety Certificate pending full rectification of the identified issues and compliance with required maritime safety regulations.

FastCat vessels are commonly deployed on roll-on/roll-off routes connecting island provinces across Southern Tagalog and parts of the Visayas.

The PCG and MARINA said the enforcement action underscores their "continued commitment" to ensuring strict compliance with maritime regulations, as well as the safety of passengers, crew, and protection of the marine environment.

As of this writing, the management of FastCat has not issued any public statement regarding the suspension order affecting the passenger ships.
