Eight individuals were apprehended by the Philippine Coast Guard (PCG) following the discovery of an undocumented fishing vessel and suspected unauthorized transfer of petroleum products off Barangay Makawayan, Tingloy, Batangas on August 15, 2026.

According to the PCG, they responded after the vessel was reported drifting near the shoreline due to engine trouble. During inspection, a crew member disclosed that the vessel and its petroleum products were undocumented, prompting authorities to investigate a suspected unauthorized transfer of fuel at sea.

The vessel was carrying approximately 5,000 liters of diesel, with around 4,000 liters reportedly intended as cargo and 1,000 liters for the vessel’s own consumption.

The PCG Legal Unit and Investigation and Detection Unit are conducting a case build-up to determine the source, ownership, intended disposition, and legality of the petroleum products.

The eight individuals may face possible violations of the Customs Modernization and Tariff Act (Republic Act No. 10863), provisions of the National Internal Revenue Code on fuel marking, and Batas Pambansa Blg. 33, as amended by Presidential Decree 1865, which covers the illegal trading of petroleum products.

The individuals remain under PCG custody pending inquest proceedings and the determination and filing of appropriate charges.

The PCG said it continues to strengthen maritime law enforcement and prevent the unauthorized transport, transfer, and sale of petroleum products in Philippine waters through its Intensified Community Assistance, Awareness, Response, and Enforcement (iCARE) Program.
