President Ferdinand "Bongbong" Marcos Jr. has announced a strengthened transport relief package that includes the nationwide implementation of a Public Utility Vehicle (PUV) Service Contracting Program starting April 15, 2026, alongside fuel subsidies and fare discounts aimed at easing the impact of rising global oil prices.
In a video statement released on Thursday, April 9, the President said government efforts were discussed by the UPLIFT Committee in response to recent developments in the Middle East and their effect on local fuel costs. “Kaya naman, simula April 15, ipapatupad ng DOTr [Department of Transportation] ang Service Contracting Program,” he said.
Under the program, the DOTr will directly compensate operators and drivers from ₱40 up to ₱100 per kilometer, in addition to passenger fares. Commuters will also benefit from at least a 20% fare discount. The initiative will prioritize routes connected to rail lines and major bus corridors to improve accessibility, speed, and reliability of transport services nationwide.
The program is expected to cover around 50,000 PUV units, 1,000 operators, and serve up to 15 million passengers, with operations focused on off-peak hours to ensure continued availability of transport outside rush periods.
All participating vehicles will be equipped with GPS monitoring systems to ensure transparency and service compliance.
“Patuloy ang biyahe, patuloy ang hanap buhay,” the President emphasized, underscoring the government’s commitment to sustaining livelihoods while improving transport efficiency.
In addition, the administration will implement a ₱10 per liter fuel discount for PUVs with a maximum allocation of 150 liters per week for three months, initially launching in the National Capital Region (NCR) next week. The rollout will begin along Commonwealth Avenue before expanding to Quezon Avenue, España, Zapote, E. Bonifacio, Rizal Avenue, and Marcos Highway, with a nationwide expansion planned thereafter.
The fuel subsidy program will only be available at accredited gasoline stations monitored by the Department of Energy (DOE) to prevent abuse and ensure proper distribution.
“Ang bawat desisyon na ginagawa natin ay may isang layunin lamang: maprotektahan ang Pilipino,” the President added, reaffirming the government’s focus on protecting commuters and transport workers amid global economic pressures.
