

President Ferdinand “Bongbong” Marcos Jr. denounced the “useless”rock shed project along Kennon Road in Tuba, Benguet, which failed to prevent soil collapse and rock fall, leading to the closure of a portion of the major thoroughfare.
The President conducted an inspection of the rock shed in Camp 6 and the rock-netting in Camp 3 on Sunday, confirming earlier reports of the disintegration of the slope protection amid Typhoon Emong and southwest monsoon or “habagat” rains.
“The P260 million that the government spent for this project had no effect whatsoever as to protect this slope. Parang walang ginawa. Pareho lang kung wala silang tinayo, kung wala silang linagay na wall, wala silang linagay na rip rap,” he said of the Department of Public Works and Highways (DPWH) project.
Marcos explained to reporters that the slope protection—designed to support the area—gave way, damaging the road. Additionally, the weak protection wall failed to withstand the river’s water pressure, allowing erosion to eat away at the ground underneath the road, ultimately causing its collapse.
The 152-meter, two-lane rock shed, which cost ₱273.93 million, was funded under the 2022 infrastructure program and awarded to 3K Rock Engineering. Its construction began on January 10, 2023 and was completed on April 13, 2025.
The rock shed's reconstruction, Marcos said, would require twice the original amount, or ₱500 million, at least.
Last week, he inspected another supposedly completed flood control project, a riverwall in Baliuag, Bulacan, and found that “not even one hollow block” was put in place.
