Pasay to place selected areas under partial lockdown for ASEAN summit
by Luwela Amor22 October 2026

A partial lockdown will be imposed in selected areas of Pasay City ahead of the 2026 Association of Southeast Asian Nations (ASEAN) Leaders’ Summit in November, the local government said.

In a memorandum from the ASEAN Summit National Organizing Council dated October 19, 2026, the measure is part of preparations for the summit, including "traffic management, traffic rerouting arrangements, and the temporary suspension of public gatherings and activities that could disrupt or obstruct the event."

The Pasay City government said fun runs, public activities, events and other gatherings around the Philippine International Convention Center (PICC), along Roxas Boulevard and in other affected areas will be temporarily suspended from October 24 to November 20, 2026.

The suspension will allow authorities to implement traffic management, security and public safety measures in the vicinity.

Activities may resume on November 21, subject to security requirements and directives from the concerned authorities.

The Pasay City government said it continues to coordinate with the Philippine National Police (PNP), Metropolitan Manila Development Authority (MMDA), ASEAN 2026 National Organizing Council and other agencies to ensure the orderly implementation of security measures.

Leaders of the 11-member ASEAN bloc and other world leaders are expected to arrive in Manila for the 49th ASEAN Summit, scheduled for November 15 to 17.
