Former presidential legal counsel Atty. Salvador Panelo dismissed as "haoshao" or fake the testimony of National Bureau of Investigation (NBI) Regional Director Atty. Jeremy Lotoc before the Senate impeachment court, criticizing the agency's investigation into Vice President Sara Duterte's alleged assasination threats against President Ferdinand Marcos Jr.

Speaking after the fourth day of the impeachment trial, Panelo argued that Lotoc's testimony contained inconsistent and repetitive presentations of data, which he claimed appeared unreliable and raised questions about the credibility of the NBI's investigation, according to a report of RH Henry Uri on DZRH's Damdaming Bayan.

Panelo said the investigation appeared flawed based on the manner in which Lotoc responded to questions during the proceedings.

"Haoshao ‘yung imbestigasyon… kasi from the way he response. Palaging sinasabi niya 'I’ve no personal knowledge' pero siya nga ang chief na nag-imbestiga," Panelo said.

He added that while an investigator may not have firsthand knowledge of every statement made by witnesses, signing an affidavit carries responsibility for the information it contains.

"Maaaring wala kang personal knowledge sa sinabi nung isa na inimbistigahan pero the moment na pumasok na doon sa affidavit mo na ikaw ang pumirma," Panelo said.

Panelo also expressed support for the senator-judges who questioned Lotoc regarding the contents of his affidavit and the documents attached to it.

"Ikaw ang nag-imbestiga, inattach mo sa affidavit mo ‘yan edi dapat alam mo rin ‘yan, bakit hindi mo alam ‘yan?" Panelo asked.

The defense team of Vice President Duterte also challenged the findings of the National Bureau of Investigation, pointing to what they described as gaps and inconsistencies in the probe into the Vice President's alleged threats.

During his testimony before the Senate impeachment court, Lotoc maintained that Duterte's alleged threats against Marcos, First Lady Liza Araneta-Marcos, and former House Speaker Martin Romualdez were "serious, real and actual" and should not be dismissed as mere political rhetoric or emotional outbursts.
