

Malacañang on Thursday called on government agencies and local government units (LGUs) to keep Christmas and year-end celebrations "simple and meaningful," citing the need for austerity following the series of natural disasters that struck the country this year.
In a Memorandum Circular 110 signed by Executive Secretary Ralph Recto, issued on Wednesday, December 17, 2025, it said that the "administration is committed to promoting fiscal discipline and the judicious use of government resources, consistent with the country’s socio-economic priorities and ongoing expenditure management reforms."
The Office of the President directed all national government agencies (NGAs), including government-owned or -controlled corporations (GOCCs) and state universities and colleges (SUCs), to observe restraint in celebrating the Christmas season. LGUs were likewise encouraged to follow the same guidance.
"In light of recent natural disasters and calamities in the country, it is necessary to adopt austerity measures during the Christmas season to ensure greater efficiency in public spending, prevent the misuse of government resources, promote a culture of simplicity in the bureaucracy, and support the government’s efforts to prioritize essential programs and services," the memo read.
The Palace said the measure is meant to ensure efficient public spending and promote solidarity with Filipinos who are still recovering from recent calamities.
“Keep Christmas and year-end celebrations simple and meaningful,” the memorandum stated.
According to the memo, austerity measures are necessary “to ensure greater efficiency in public spending, prevent the misuse of government resources, promote a culture of simplicity in the bureaucracy, and support the government’s efforts to prioritize essential programs and services.”
The circular also reiterated existing laws and policies requiring public officials to use government funds judiciously, emphasizing fiscal discipline and responsible governance.
Malacañang said the directive reflects the administration’s commitment to fiscal discipline and sensitivity to the plight of disaster-affected communities, reminding government offices that public resources should be prioritized for essential services and recovery efforts rather than lavish celebrations.
