Palace orders alternative work arrangements, learning modes in 18 areas on August 20

The Office of the President has directed government offices in the National Capital Region (NCR) and 17 provinces to implement appropriate alternative work arrangements on Thursday, August 20, 2026, under Memorandum Circular No. 131.

The measure covers the following areas:

  • National Capital Region (NCR)
  • Abra
  • Benguet
  • Ilocos Norte
  • Ilocos Sur
  • La Union
  • Pangasinan
  • Bataan
  • Bulacan
  • Nueva Ecija
  • Pampanga
  • Tarlac
  • Zambales
  • Batangas
  • Cavite
  • Laguna
  • Rizal
  • Occidental Mindoro

The Palace also ordered the implementation of alternative learning modes and learning continuity measures at all levels in public and private schools in the affected areas, unless their respective local chief executives issue different directives.

Government agencies responsible for basic and health services, disaster preparedness and response, and other vital operations are required to remain operational and continue providing necessary services to the public.

The announcement also clarified that Contract of Service (COS) and Job Order (JO) workers covered by alternative work arrangements shall continue to receive their corresponding wages or salaries, subject to existing rules and regulations.

Meanwhile, the decision to suspend work or adopt alternative work arrangements in private companies will remain at the discretion of management.

The directive aims to ensure the continuity of essential government and educational services while allowing appropriate adjustments to work and learning arrangements in the areas covered by the memorandum.
