Malacañang has ordered the implementation of alternative learning modes and learning continuity measures in schools in the National Capital Region (NCR) and 15 provinces on Friday, Sept. 4, amid continued heavy rains brought by the southwest monsoon, or habagat, and poor air quality caused by haze.
Under Memorandum Circular No. 134, the measures will apply to all levels in public and private educational institutions in the affected areas, unless their respective local chief executives order the cancellation or suspension of classes.
The areas covered include:
- National Capital Region (NCR)
- Ilocos Norte
- Ilocos Sur
- La Union
- Pangasinan
- Abra
- Benguet
- Zambales
- Bataan
- Bulacan
- Tarlac
- Pampanga
- Cavite
- Laguna
- Batangas
- Occidental Mindoro
The Presidential Communications Office said the measure was prompted by the anticipated continuation of heavy rainfall associated with the enhanced southwest monsoon.
It also cited poor air quality in Metro Manila due to haze from severe forest and peatland fires in Kalimantan and Sumatra, Indonesia.
Local chief executives in other areas may also order the localized cancellation or suspension of classes depending on conditions in their respective jurisdictions.
