Malacañang on Monday pushed back against Senator Imee Marcos’ call to fully disclose the recommendations and full report of the Independent Commission for Infrastructure (ICI) regarding those implicated in the flood control scandal.

On April 1, 2026, Sen. Marcos earlier questioned the status of the ICI findings, saying, “Nag-imbestiga, nasaan ang report? na-April Fools na, na-Hudas pa.”

In response, Palace Press Officer Usec. Claire Castro said the senator should be consistent in her stance against corruption, stressing that criticisms should not be limited to the current administration of President Ferdinand 'Bongbong' Marcos Jr.

“Sino ba ang nang-hudas? Sino ba ang nanloko? Sana kung ang isang tao ay talagang laban sa korapsyon, sana consistent sa pagbatikos dito at pagpuna hindi lang sa panahon ni Pangulong Marcos Jr, kundi [pati] nakaraang administrasyon” Castro said.

She pointed to alleged “ghost projects” had surfaced as early as 2020 during the administration of then President Rodrigo Duterte, noting that these were not subjected to a wide-scale investigation at the time.

“Ang ghost projects, as early as 2020, na walang nangyaring malawakang pag-iimbestiga. Ang tanong natin, nag-ingay ba sila? Hindi ba ang Pangulong Marcos lang noong 2025 ang siyang nag-utos na imbestigahan ang kalat na ito na mukhang naman na pa noong nakaraang administrasyon,” she added.

Castro also pushed back against Sen. Imee’s call to publicly release the full recommendations of the ICI to the Department of Justice (DOJ) and the Office of the Ombudsman, saying the matter is now beyond Malacañang’s direct control.

According to the Palace official, the decision to disclose details of the report rests with the investigating bodies.

She added that under Executive Order No. 94, the ICI is required to submit an accomplishment report, which, she noted, has already been complied with. The ICI, which the President had formed on September to look into the multibillion-peso flood control mess.

Se added that the ICI has already completed its mandate and turned over its findings to the DOJ and the Office of the Ombudsman.

“Sa ating pagkakaalam nagbigay naman sila ng accomplishment report, so ms maganda kung makikita nila itong accomplishment report na ito para masabi naman nila na may report ang ICI," she said.

"Pero kung ang detalye ay patungkol po dito, ito po ay nasa DOJ. At nasa Ombudsman. At talagang naibigay sa mga investigating bodies na mag-iimbestiga patungkol dito,” Castro added.

However, she emphasized that the Ombudsman operates independently, and the President cannot simply order the release of the details.
