The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) warned of heavy rainfall in parts of northern Luzon due to Tropical Cyclone Rosal from Thursday through Friday afternoon, October 23.

In Weather Advisory No. 9 issued at 5 p.m. Thursday, PAGASA forecast rainfall of 100 to 200 millimeters in Batanes and 50 to 100 millimeters in Cagayan.

The agency cautioned that rainfall could be heavier in mountainous and elevated areas, while accumulated rainfall from previous weather disturbances could worsen impacts in some locations.

PAGASA advised concerned disaster risk reduction and management offices to take necessary measures to protect lives and property.

The agency said its regional services divisions may also issue localized heavy rainfall warnings, thunderstorm advisories and other severe weather updates as needed.

Unless significant changes occur, the next weather advisory is scheduled for 11 p.m. Thursday.

PAGASA reminded the public that heavy rainfall warnings provide more localized, short-term forecasts, while weather advisories offer a broader outlook. Residents are advised to monitor official warnings from their respective PAGASA regional offices for the latest weather conditions and possible flooding risks.
