The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) is monitoring three tropical cyclones outside the Philippine Area of Responsibility (PAR) as the Southwest Monsoon or Habagat continues to affect Luzon.

As of 8 a.m. Sunday, August 23, Tropical Depression Gaenari, formerly known as NENENG, was located 635 kilometers north of Itbayat, Batanes, within PAGASA's monitoring domain but outside the PAR.

Gaenari was packing maximum sustained winds of 55 kilometers per hour near the center and gustiness of up to 70 km/h. It was moving northwestward at 15 km/h.

Meanwhile, another Tropical Depression, formerly LPA 08H, was also being monitored outside the PAR.

The weather disturbance was located 1,190 kilometers east of Southern Luzon, carrying maximum sustained winds of 55 km/h and gustiness of up to 70 km/h. It was moving slowly north-northeastward.

Also outside the PAR is Typhoon Saudel, which was located 2,115 kilometers east of extreme Northern Luzon.

Saudel was packing maximum sustained winds of 165 km/h near the center, with gustiness of up to 205 km/h, and was moving west-northwestward at 25 km/h.

Despite the presence of the three tropical cyclones outside the PAR, PAGASA said the Southwest Monsoon or Habagat remains the prevailing weather system affecting Luzon.

Occasional rains are expected over Batanes due to the Southwest Monsoon.

Meanwhile, Metro Manila, the Ilocos Region, Cordillera Administrative Region, Central Luzon, Rizal, Cavite, Batangas, Occidental Mindoro, and the rest of Cagayan Valley may experience cloudy skies with scattered rains and thunderstorms.

The rest of Luzon will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to the Southwest Monsoon.

For the rest of the country, partly cloudy to cloudy skies with isolated rain showers or thunderstorms are expected, primarily due to localized thunderstorms.
