The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) reported that Typhoon Cempaka is expected to enter the Philippine Area of Responsibility (PAR) by Monday morning, November 9, and will be given the local name Samuel.
In its Tropical Cyclone Advisory No. 3A issued at 5 p.m. Sunday, November 8, PAGASA said Cempaka was located 1,600 kilometers east of Extreme Northern Luzon, with maximum sustained winds of 120 kilometers per hour (kph), gustiness of up to 150 kph, and a central pressure of 980 hPa.
The typhoon is moving west-northwestward at 20 kph and is forecast to continue in the same direction before entering PAR. However, it is expected to briefly remain within the Philippine monitoring area before turning north-northeastward Monday afternoon and exiting through the northeastern boundary by Monday evening or early Tuesday.
PAGASA said Cempaka is expected to further intensify before reaching its peak strength, with maximum sustained winds potentially reaching 155 kph by early Tuesday. A weakening trend is likely to begin afterward.
Despite its expected entry into PAR, the weather bureau clarified that the tropical cyclone will remain over the Philippine Sea, far from land, and is not expected to directly affect the country's weather or sea conditions.
However, due to the Northeast Monsoon, moderate to rough seas are expected over the seaboards of Northern and Central Luzon within the next 24 hours. Very rough seas may also affect Northern Luzon starting Tuesday, prompting the possible issuance of a Gale Warning by Monday.
PAGASA advised the public and disaster risk reduction and management offices to continue monitoring official weather updates.
The agency scheduled its next tropical cyclone advisory at 11 p.m. Sunday, unless an earlier update is issued.
