

Senator Robin Padilla leads voter preferences for the 2028 senatorial elections with 48.4% support, placing him in the top one to two spots if the polls were held during the survey period, according to a recent Pulse Asia survey.
Pasig City Mayor Vico Sotto follows closely with 47.9%, ranking between first and third. Other top contenders are Senator Raffy Tulfo (43.9%), Senator Alan Peter Cayetano (43.2%), and Senator Loren Legarda (40.3%). Former senator Manny Pacquiao also ranks high with 35.6%.
Pulse Asia said 17 out of 53 possible candidates have a statistical chance of winning a Senate seat in 2028. Most of them are current or former government officials.
Also included among likely winners are Makati City Mayor Nancy Binay (32.4%), Education Secretary Juan Edgardo Angara (27.2%), and Senator Mark Villar (26.1%).
Others in the list are Ben Tulfo (20.7%), Senator Jinggoy Estrada (19.5%), Willie Revillame (19.0%), Senator Francis Escudero (17.2%), former lawmaker Michael Defensor (17.1%), former senator Manuel Roxas II (17.1%), Interior Secretary Benhur Abalos (17.0%), and TIEZA Chief Operating Officer Mark Lapid (16.9%).
The nationwide survey was conducted from June 28 to July 3 and July 6, 2026.
