

The administration of President Ferdinand R. Marcos Jr. is proposing P643.95 billion for the Department of Public Works and Highways (DPWH) under the Fiscal Year (FY) 2027 National Expenditure Program (NEP), with higher public infrastructure spending expected to sustain economic growth, generate jobs, reduce logistics and travel costs, and strengthen connectivity across the country.
The proposed 2027 budget is 21.29%, higher than the DPWH’s P530.90-billion allocation for 2026.
The Department of Budget and Management (DBM) said a significant portion of the additional funding would be allocated to ongoing locally funded and foreign-assisted Infrastructure Flagship Projects.
“Higher public infrastructure spending in 2027 is expected to help sustain economic growth, generate jobs, reduce logistics and travel costs, and strengthen connectivity across the country,” the DBM said in a statement.
The DBM emphasized that infrastructure investments are not merely expenditures for physical structures but are intended to improve productivity, stimulate economic activity, connect communities to markets and opportunities, and enhance the delivery of public services.
“Public infrastructure continues to serve as one of the strongest engines of economic transformation. Every road, railway, school, bridge, hospital, building, and water system we construct opens new opportunities, creates jobs, improves connectivity, and enhances the quality of life of millions of Filipinos,” President Ferdinand Marcos Jr. said in his Budget Message for Fiscal Year 2027, which includes a proposed P643.95-billion allocation for the DPWH.
Among the major projects to be funded are the Laguna Lakeshore Road Network, Bataan-Cavite Interlink Bridge, Davao City Bypass, Cebu-Mactan Bridge and Coastal Road, and the Pasig-Marikina River Channel Improvement Project Phase IV.
The government expects increased infrastructure spending to generate jobs, reduce logistics and travel costs, improve connectivity, and support economic growth.
The proposed DPWH allocation forms part of the administration’s broader Build Better More Infrastructure Program, which has a proposed P1.47-trillion budget for 2027 to support priority infrastructure investments nationwide.
The proposed government-wide infrastructure budget is equivalent to 4.4% of gross domestic product (GDP) and is P178 billion, or 13.8%, higher than the P1.29 trillion allocated under the 2026 General Appropriations Act (GAA).
