The Office of the Vice President (OVP) is proposing a ₱785.204-million budget for 2027, which is 11.7% lower than its ₱889.236-million appropriated budget for 2026.
The proposed allocation is part of next year’s National Expenditure Program (NEP) and was endorsed by the Department of Budget and Management (DBM).
According to the OVP, the proposed budget will support its personnel requirements, regular operations, and priority programs providing assistance and services to beneficiaries nationwide.
Of the proposed budget, ₱220.232 million is allocated for Personnel Services, ₱561.651 million for Maintenance and Other Operating Expenses (MOOE), and ₱3.321 million for Capital Outlay.
A separate ₱15.544 million is automatically appropriated for the Retirement and Life Insurance Premium (RLIP) of OVP plantilla personnel.
The OVP also highlighted its budget utilization rate, which it said has averaged more than 90% in recent years.
As of June 30, the agency reported a 43.07% obligation rate for its 2026 budget, exceeding its 41% target for the period.
A significant portion of the proposed MOOE allocation will be used for programs providing direct assistance to individuals, families, commuters, learners and communities.
The OVP said ₱193.103 million of the MOOE budget is earmarked for the procurement of goods and livelihood assistance grants under its MagNegosyo Ta 'Day program, as well as other assistance and service-oriented initiatives.
Among the programs targeted for funding in 2027 are the Pagbabago Campaign, which aims to reach 150,000 learners; Disaster Operations, targeting 23,000 individuals and families; and R.I.I.C.E. Food Bags, targeting 30,000 beneficiaries.
The proposed budget will also support Libreng Sakay, which targets 1.2 million commuters, as well as the KALUSUGAN Food Truck and Disaster Operations, Wheelchair Distribution, Al-Janazah Kits and Other Supplies, and the You Can Be VP Program.
The OVP said the proposed allocation would allow the agency to sustain its programs and services while meeting its operational requirements despite the reduction in funding.
"The OVP remains committed to ensuring that available public funds are directed toward essential services and programs that provide meaningful assistance to Filipinos, while maintaining prudent and responsible spending in the implementation of its mandate," the office said.
