Over 22.5-M liters of diesel arrive in PH amid state of energy emergency

The first shipment of imported diesel intended to boost the country’s fuel supply has arrived in the Philippines amid state of national energy emergency, the Department of Energy (DOE) confirmed.

In a statement, Energy Department said the shipment consists of more than 142,000 barrels, or approximately 22.58 million liters, of diesel fuel.

“Dumating na ang unang shipment ng diesel na inangkat ng Department of Energy—humigit-kumulang 22,578,000 liters (142,000 barrels) na karagdagang suplay para sa bansa,” the DOE said.

The delivery forms part of the government’s Emergency Energy Security Program, which is being implemented under Executive Order No. 110 issued by President Ferdinand Marcos Jr.. The initiative aims to strengthen oil supply amid volatility in global fuel prices.

The DOE said the program seeks to reinforce national fuel security and cushion the impact of external market disruptions on key sectors such as transportation and industry.

The agency, together with its attached corporations — Philippine National Oil Corporation (PNOC) and PNOC Exploration Corporation — is targeting up to 2 million barrels of additional supply for the country.

“Patuloy ang pagtutok ng DOE upang madagdagan ang suplay ng langis sa bansa. Ang mabilis na pagdating ng diesel na ito ay bahagi ng mga hakbang para hindi maantala ang biyahe, hanapbuhay, at pang-araw-araw na buhay ng bawat Pilipino,” Energy Secretary Sharon Garin said.

Meanwhile, Palace Press Officer Usec. Claire Castro confirmed the arrival of a separate shipment of 700,000 barrels of Russion crude oil.

The government also assured the public that it is exploring alternative fuel sources. The DOE is coordinating with the Department of Foreign Affairs to engage potential suppliers, including Canada, the United States, countries in South America, and Russia.

Castro added that authorities are also assessing whether government intervention in fuel price regulation may be necessary. Under Section 14 of the Oil Deregulation Law, the DOE may take over regulation of the oil industry in the event of a state of national emergency.

She emphasized that the government would act if there are indications of profiteering or abuse in the fuel market.
