

The Supreme Court of the Philippines has scheduled oral arguments for April on petitions questioning the legality of unprogrammed funds and special accounts in the general fund under the 2024 to 2026 General Appropriations Acts (GAA).
The hearings are set for April 7 and April 21, 2026, at 9:30 a.m. and will be held at the Court’s En Banc Session Hall and Division Hearing Room in Padre Faura, Manila.
Among the petitions to be tackled are those filed by former Congressman Edcel Lagman and others against Congress; by former Senator Koko Pimentel and former House Speaker Pantaleon Alvarez against former Executive Secretary Lucas Bersamin and Budget Secretary Amenah Pangandaman; as well as petitions filed by the Filipinos for Peace, Justice, and Progress Movement Inc., alongside Congressman Edgar Erice and Congresswoman Leila de Lima against the Senate.
The High Court said media coverage inside the session hall will be limited. Members of the press will only be allowed to take photos and videos before the start of the proceedings and are required to exit once the oral arguments begin.
