One-year ban on impeachment complaints against PBBM now in effect

President Ferdinand “Bongbong” Marcos Jr. cannot be subjected to any impeachment complaint until January 26, 2027, following the approval of a House Committee on Justice ruling on Monday.

Batangas 2nd District Representative Gerville Luistro, chair of the House Committee on Justice, explained that the prohibition period is a result of the committee’s dismissal of two impeachment complaints against Marcos due to “insufficiency in substance.” Luistro noted that the initiation of impeachment proceedings is considered complete once complaints are officially referred to the House Justice Committee.

“This clearly establishes a prohibition period during which the president cannot be impeached,” Luistro said, emphasizing that the decision provides legal certainty and prevents repetitive or frivolous complaints.

The two dismissed complaints have already been referred to the House Committee on Rules for plenary deliberation. Meanwhile, three impeachment complaints against Vice President Sara Duterte are set to be referred to the plenary for scheduling of committee hearings in the order of business.

Legal analysts say the one-year bar aligns with constitutional and procedural rules, ensuring stability in governance while allowing the House to focus on complaints with substantial grounds.
