Ombudsman orders release of SALN records of former house official amid probe on infrastructure anomalies

The Office of the Ombudsman has issued a subpoena duces tecum ordering the House of Representatives to submit all Statements of Assets, Liabilities, and Net Worth (SALNs) of former Deputy Secretary General Sofonias Ponce Gabonada Jr. as part of an ongoing investigation into alleged irregularities in infrastructure projects.

Ombudsman Jesus Crispin “Boying” Remulla directed House Secretary General Atty. Cheloy Velicaria-Garafil to provide certified true copies of Gabonada’s SALNs within three days from receipt of the order, covering his entire tenure in the chamber.

The Ombudsman also required an official attestation from the House records custodian to verify the authenticity of the documents.

Assistant Ombudsman Mico Clavano said Gabonada has become a key figure in the investigation, with his financial disclosures seen as a critical starting point in determining possible unexplained wealth or anomalies.

“I think it’s suffice to say that he has become central to our investigation. His participation and hopefully his cooperation could take us even further,” Clavano said, adding that voluntary cooperation “would bode well for him.”

The Ombudsman warned that failure to comply within the prescribed period could lead to criminal and administrative charges. The move comes amid heightened scrutiny over transparency and accountability in government infrastructure spending.
