Retired Army Col. Manaros Boransing II testified Tuesday that no confidential funds or other funding from offices linked to Vice President Sara Duterte were downloaded to the 1st Infantry Division in 2023 for its Youth Leadership Summit (YLS) and Information, Education and Communication (IEC) activities.

Boransing, a prosecution witness on Day 20 of Duterte’s impeachment trial, said no funds from the Department of Education (DepEd) were released to the Army division for the activities.

House private prosecutor Atty. Reynaldo Robles asked Boransing where the funding for the 2023 YLS and IEC activities came from.

Boransing said the activities were funded by various government agencies and local government units, depending on the participants.

Army participants were funded through the Army’s budget, while students and out-of-school youth were funded by provincial, city or municipal governments, he said.

Other government agencies and civilian stakeholders paid for their own participants, Boransing added.

When Robles specifically asked how much confidential funding DepEd provided for the YLS and IEC activities in 2023, Boransing replied that no funds were released to the 1st Infantry Division from DepEd or any other source.

Robles then asked whether the Office of the Vice President or the Vice President’s Security and Protection Group provided confidential funds for the activities.

“For 2023, sir, there were no funds from any other government agency released to the 1st Infantry Division,” Boransing said.

Robles clarified that he was asking about funding in general, whether confidential or otherwise, from DepEd.

Boransing maintained that no funds whatsoever were downloaded to the 1st Infantry Division in 2023 by any government agency for the YLS and IEC activities.
