A proposed new security arrangement for Bajo de Masinloc, also known as Scarborough Shoal or Panatag Shoal, is raising hopes among Filipino fishermen, 10 years after the Philippines won its arbitral case against China.

More than 28,000 fishermen in Zambales are optimistic the plan announced by Defense Secretary Gilberto “Gibo” Teodoro Jr. will allow them to regain access to the disputed shoal, according to a Dos Por Dos' report of RH Edniel Parrosa.

Teodoro said the strategy aims to enable Filipinos to reenter Bajo de Masinloc, which has been under Chinese control since a 2012 standoff.

The Philippines won a landmark ruling in 2016 invalidating China’s claims in the South China Sea, but access to the shoal has remained restricted.
