NCRPO deploys over 15,000 personnel for Martial Law anniversary commemoration

The National Capital Region Police Office (NCRPO) will deploy more than 15,000 personnel across Metro Manila to ensure peace and order during the commemoration of the 54th anniversary of the declaration of Martial Law on September 21.

According to NCRPO, a total of 15,746 personnel will be deployed, consisting of 9,746 regional personnel and 6,000 augmentation forces.

Police officers will be stationed in key convergence areas, government installations, major thoroughfares, and historical assembly points, including Mendiola, the EDSA Shrine, the People Power Monument, Liwasang Bonifacio, and the U.S. Embassy.

The NCRPO said that the security deployment aims to manage crowds, maintain traffic flow, prevent possible disruptions, and ensure the safety of participants and the general public during the commemoration.

Moreover, the operational plan also includes crowd management, traffic rerouting, and perimeter security measures, in coordination with local government units and other partner agencies.

NCRPO Officer-in-Charge Police Brigadier General Christopher Abrahano said the extensive deployment is intended to ensure public safety while protecting the public's constitutional right to peaceful assembly.

“Our singular focus for September 21 is to keep the entire metropolis safe, orderly, and fully functioning,” Abrahano said.

“Every officer on the ground is instructed to respect human rights, strictly adhere to Police Operational Procedures, and exercise maximum tolerance at all times. Security is not meant to stifle expression, but to protect it,” he added.

Abrahano also appealed to participants and the public to cooperate with authorities and ensure that peaceful assemblies remain orderly.

The NCRPO said the security measures are part of its preparations to maintain peace and order, protect property, and ensure that the commemoration proceeds safely across Metro Manila.
